New Student Housing at University of Kansas Gateway District Phase 2 Reaches Financial Close and First Public Renderings are Unveiled

The milestone fully capitalizes the 482-bed community, unlocking a vital residential anchor for KU’s transformative new Gateway District.

Led by master developer Edgemoor/Sunflower Partners alongside equity partner Axium Infrastructure and lending partner Capitol Federal Savings Bank, the University of Kansas (KU) Gateway District Phase 2 project team has achieved financial close on a 482-bed student housing facility, fully capitalizing the project’s primary residential development. The milestone enables the delivery of essential campus infrastructure without utilizing university debt or state appropriations. The project team also unveiled the first public renderings of the facility, offering the public a detailed look at the modern architecture and student living experience.

Resilient P3 Financing in a Demanding Economic Climate

Structured via a 99-year air rights lease funded through private debt and equity, the innovative public-private partnership (P3) shifts real estate, development, leasing, and operations risk to the private sector while preserving KU’s debt capacity for its core academic and research missions.

"Navigating a climate of elevated interest rates and inflation requires rigorous financial structuring and an unwavering commitment to the master plan. This financial close proves the underlying strength of the Gateway District's vision, allowing us to deliver a premier, privately capitalized residential anchor exactly on schedule," said Geoff Stricker, Managing Partner of Edgemoor/SunflowerPartners.

“We are delighted to partner with the University of Kansas and the Edgemoor/Sunflower team on a project that is creating additional housing capacity, which will serve students for generations to come,” said Brian Larkin, Vice President and Investment Director of Axium Infrastructure US Inc. “This investment further strengthens Axium’s growing social infrastructure portfolio in the United States and demonstrates our commitment to investing in essential assets that support academic institutions and their students.”

Innovative Campus Integration via Exclusive Affiliation

An exclusive affiliation agreement establishes the community as the University’s sole affiliated residential partner. The facility will be featured directly on the official KU housing portal as the designated next option once campus-owned housing reaches capacity.

"This affiliation creates an innovative connection between private development and the KU community," said Heather Blanck, KU’s Vice Chancellor of Strategic Growth Initiatives & Real Estate. "It expands the housing options available to our community and supports KU’s recruitment and retention efforts while leveraging private investment rather than institutional capital."

First Look: Designing the Future of KU Student Living

Designed by Multistudio with interior design by Rosemann, the residential community is tailored to elevate the student experience. The property will offer the efficiency and amenities of a premium private development while maintaining the authentic culture of KU campus life. Key features include:

  • A prime location in the heart of the University’s new Gateway campus entry
  • A rooftop amenity deck overlooking the Hill
  • South-facing glazing in the state-of-the-art fitness facility
  • Communal lounges, study areas and recreation zones configured for movement, collaboration, and respite
  • An interior courtyard with ample space for games and interaction that reinforce the role of shared activity in residential life
  • Direct connections to the event plaza and public dog park that extend the student experience into the broader district

Completing the Broader Gateway District Vision

The residential facility is an anchor within the new Gateway District, a transformative master vision designed to convert the northern campus entrance and stadium perimeter into a vibrant, 365-day destination.

Currently underway, Phase 2 encompasses a 3.25-acre mixed-use development featuring both public and private assets. Public components include the redevelopment of the east and south sides of David Booth Kansas Memorial Stadium, a parking garage, a public plaza, and related infrastructure. The private components encompass the new student housing facility, a hotel, and complementary retail and dining.

Clark/JEDunn, A Joint Venture, is constructing both the public elements and the student housing. The team delivered the south grandstands and lower bowl seating on the east side of the stadium prior to the2026 season. The full east side stadium improvements, parking garage, and event plaza are on track for completion in advance of the 2027 football season. Vertical construction on the student housing community is projected to break ground in February 2027, with delivery targeted for Spring 2028.
