Brian is responsible for identifying opportunities, forming strategic partnerships, structuring and sourcing debt and equity, negotiating contractual arrangements, and executing/managing projects. Brian has extensive experience in project finance and development, with a track record of success working with the public to overcome complex challenges through creative P3 solutions. Recently, Brian served as bid lead and continues to manage the developer team for the Howard County Circuit Courthouse project in Maryland. Prior to joining Edgemoor in 2013, Brian was with Poseidon and helped develop the $1 billion Carlsbad Seawater Desalination P3 in San Diego County.
Brian holds a Master of Business Administration from the UCLA Anderson School of Management and a Bachelor of Science in Finance and Marketing from the University of Virginia McIntire School of Commerce. Brian is active in the P3 industry, speaking at conferences and seminars and authoring white papers and articles, helping educate about and advance alternative project delivery models in the U.S. He also regularly serves as an instructor in P3 Bootcamps hosted by the National Council for Public-Private Partnerships (NCPPP). A previous Treasurer for the Agua Hedionda Lagoon Foundation in Carlsbad, CA and a Member of the Water Environment Foundation (WEF), Brian is active in the water/wastewater industry. Outside of work, he enjoys spending time with his wife and three children, as well as coaching and playing basketball.
